Wes Strickland, Founder of Strickland Law, PLLC, has 25+ years of insurance regulatory law experience.

Strickland represents property and casualty insurers, life and health entities, and self-insurance funds. He has supervised multi-state compliance surveys and licensing for insurance companies, third-party administrators, managing general agents, wholesale brokers, reinsurance intermediaries, pharmacy benefits managers, and more. His expertise includes insurance holding company act compliance, market conduct and financial examinations, company formation, multi-state expansion, corporate amendments, investment limitations, and credit for reinsurance analysis.

He handles complex corporate and transactional matters for insurers, holding companies, and investors, including mergers and acquisitions, start-ups, stock offerings, restructurings, mutual holding company conversions, joint ventures, and reinsurance transactions. Strickland prepares and negotiates contracts such as managing general agent agreements, third-party administrator agreements, insurance agency and broker agreements, cost allocation agreements, IT vendor agreements, and joint insurance marketing agreements.

As an experienced administrative law practitioner in Florida, Strickland has led numerous actions before the Florida Office of Insurance Regulation, Florida Department of Financial Services, and Division of Administrative Hearings. He has represented insurers in trade secret litigation and declaratory actions involving the Florida Insurance Code.

Strickland, a member of the Florida Bar, graduated from Florida State University College of Law, J.D. and Florida State University, B.A. - both with Honors.

  • Advised on the formation and licensure of a stock insurance subsidiary for a Florida workers’ compensation group self-insurance fund.
  • Assisted a multi-state property casualty insurer with redomestication to Florida and subsequent mutual insurance holding company reorganization.
  • Guided numerous start-up homeowners’ insurance companies through formation and licensure in Florida.
  • Supported a risk retention group with Florida registration approval.
  • Provided ongoing compliance counseling to an international health insurer regarding Florida’s Insurance Holding Company Act.
  • Represented investors seeking "Form A" approval for the acquisition of a multi-state auto insurer domiciled in Florida.
  • Offered legal and regulatory compliance advice for joint insurance marketing transactions.
  • Conducted 50-state compliance research for a pharmacy benefits manager and an HVAC manufacturer.
  • Advised on regulatory issues for an affinity marketing relationship between a medical device distributor and a medical malpractice insurer.
  • Managed multi-state compliance research for a managing general underwriter’s Florida insurance agency licensure.
